Corporate Development Plan for Vodokanal,
RussiaSt Petersburg and its suburban areas have a
population of some five million people. Their water supply and
wastewater services are provided by Vodokanal of St Petersburg.
Since 1995 Vodokanal has been implementing an imaginative programme
of utility modernisation involving foreign specialists.
Mott MacDonald took a key project co-ordination and integration
role in a comprehensive technical assistance programme for
Vodokanal which addressed long-term water sector investment and
institutional strengthening planning. This led to a joint
UK-Swedish-Finnish assisted project to carry forward the
institutional strengthening activities.
These together contribute to the development of a corporate
development planning process to which Vodokanal is committed
through a complementary support programme from the European Bank
for Reconstruction and Development. A consortium of water utility
operators – the UK’s Severn Trent Water, Stockholm Water from
Sweden and Finland’s Helsinki Water – is implementing the project.
The consortium is UK-led, and Mott MacDonald is providing overall
project management.
Specialists from Mott MacDonald are also involved in the
development of the Corporate Development Plan, financial analysis
and capital investment planning, and assisting Vodokanal to
rationalise the environmental wastewater norms and associated
operational aspects.
Mott MacDonald’s brief comprised institutional strengthening within
Vodokanal St Petersburg: specifically responsibility for overall
project management, preparation of corporate development planning,
institutional and operational change management and environmental
legislation work.
For several years, Mott MacDonald has been commissioned directly by
the Vodokanal to provide services ranging from construction
supervision for wastewater sludge incinerators at the Northern and
South West wastewater treatment plants, the design and procurement
options review for increasing the capacity of the Northern water
treatment plant to 1,275Ml/d and supervision of the treatment plant
capacity expansion project. A prime aim of our construction
supervision services is to help ensure that the works are
constructed to international quality standards, to strengthen
standards in Vodokanal’s supply chain, including designers and to
support Vodokanal in maintaining its position as an exemplar of
good practice in management of capital programmes for the Russian
municipal water sector.
