strengthening capacity in environmental projectsStrengthening capacity in RomaniaInstitutional strengthening has been identified as one of the key elements in the success of any project. Over the past ten years, demands on institutions have grown. Management, as opposed to administration, is now seen as the key element in successful operations, particularly in urban organisations.

Successful modern management depends on being sufficiently flexible to respond to multiple goals and changing needs. This is a particularly demanding requirement for those countries that are moving away from command economies, whose public sector organisations will increasingly tend to provide a framework for service provision, rather than attempting to impose comprehensive controls.

In many countries, decentralisation of government responsibilities to local administrations is placing an additional burden on already over-stretched organisations.

These trends have placed increasing emphasis on accountability, efficiency, and transparency in public sector organisation management. Mott MacDonald has the multidisciplinary capacity to assist the public sector in general, and local and regional governments in particular, to upgrade their capabilities to meet these challenges.
