Water Supply Project, MozambiqueBill Hume-Smith
joined Mott MacDonald in 1993 after completing his BEng in Civil
Engineering at Imperial College, University of London.
While working for Mott MacDonald he has also successfully completed
an MSc in Development Management from the London School of
Economics and a Postgraduate Diploma in Economic Principles from
the University of London. He is also a chartered engineer.
Bill is experienced in institutional reform of water services,
private sector participation and utility regulation on projects for
governments, regulators and project funders. He is also experienced
in water resource and investment planning, supply demand balance
assessments, feasibility studies as well as outline and detailed
design and preparation of tender documents on conventionally and
EPC procured water supply projects. He has site supervision
experience and has worked on projects in the Czech Republic,
Democratic Republic of Congo, Oman, Mozambique, Nepal, Pakistan,
Sri Lanka and the UK.
He currently has a significant input into Mott MacDonald’s work as
Independent Auditor of the performance based management contract
for the cities of Beira, Nampula, Quelimane and Pemba in
Mozambique. This builds upon previous work on the development of
the performance based management contract for the Kathmandu Valley,
Nepal, and subsequent research work for the World Bank categorising
and analysing incentives in 13 management contracts.
Bill is also currently the project manager on a project for the
water regulator for England and Wales to undertake a review of
Ofwat’s guidance manual for undertaking serviceability assessments
and to annually audit Ofwat’s serviceability assessments up to
2009. He is also project manager on a UK Water Industry Research
(UKWIR) project for the development of a capital maintenance
self-assessment process, which is intended to be adopted by the
industry in England and Wales and is likely to be an important
component of Ofwat’s price review process in 2009.
