James Newton: masterplanning

He has since been awarded an MSc in Pollution and Environmental Control by the University of Manchester.

James is also a Chartered Engineer and a Chartered Water and Environmental Manager. He is a specialist in water and wastewater engineering and has been extensively involved in the technical analysis and management of master plans and feasibility studies as well as the design and construction of major engineering projects worldwide.

In the last ten years James has had significant involvement on water sector project preparation and due diligence advisory work for UK and international developers, donors and lenders as well as involvement in the development of private sector participation for water utility and project developer clients both in the UK and overseas. Overseas experience has been gained in China, Malaysia, Indonesia, Philippines, Serbia, Uganda, Kenya, Pakistan and Saudi Arabia. In addition, he has also developed specialist skills in project cost estimation at feasibility and design stages including the development of specialist cost models.

He is currently the Project Manager for the Anglian Water Biosolids Quality Sub-programme which is a £95 million biosolids treatment programme, comprising the implementation of four sludge treatment centres across the Anglian Water region by 2010. The four sites will provide a total enhanced treatment capacity of 99,000 tonnes of dry solids of raw sludge per annum, serving a population equivalent of around 4 million customers, and incorporate combined heat and power (CHP) plants to generate electricity and maximise energy efficiency. James is responsible for Mott MacDonald’s feasibility, outline and detailed design teams for all four schemes, and responsible for all aspects of project management including coordination of the multi-disciplinary specialist inputs and the overall quality of the project deliverables.
